Make reports go out on their own

Open Settings, Approvals and find Automatic reports. Off, people submit their own. On, PaperTotal gathers each person's ready, unreported expenses into a report and submits it, in the evening by the workspace clock.

The schedule can be as soon as an expense is ready, every day, every week, twice a month, every month, or by trip: two full days after the last new expense.

Anything a policy stops moves to an open report, marked, and goes out on the next run once it is fixed. The report titles section on the same page names reports nobody names by hand.
