Read policy findings

Policy findings show on the report and on each expense. A warning is there for the approver to see. A finding that stops submission has to be fixed before the report can go.

Receipt checks, on the Flag for review tab under Settings, Rules, run on every receipt that is read, with no rule to write. They can flag line items you have chosen and compare each receipt with what was entered. A report that hits one waits for an approver to accept it. It cannot be approved until someone does.
